There is absolutely no way to have any kind of opinion on this price without seeing what's involved. It could be anything from he doesn't know what he's talking about, all the way to lugging tools & material up a lot of stairs and across an acre of expensive white carpet. It could include possibly having to demolish & repair some plaster/drywall and/or flooring if some rusty-crusty 100 year old fittings don't come apart. And if you get into doing that, you can run into "adventures with asbestos" pretty quickly.

I wouldn't even provide a firm quote on a job like this - it would be time & material. And if the customer didn't trust me to do a proper job in a timely fashion, they should somebody else.
