Dampeners would probably be the cheapest way to go based on your system...but the root cause...why are the pumps cycling in the first place?

It is not good for the pump and costs more power to start and stop a motor continuously than if it stays online. Are the 3 boilers loaded to light? Can 2 boilers handle the load most of the time? Is it a level control valve problem? Will tuning the valve help? Or installing a recirc valve on the feed water pump? Not sure of all your steam plant details..I am just throwing ideas out here.
