Typically a engineer is required if the safety valve is set above 15psig, and then some states/localities may have a maximum BHP for a certain class of enginner to attend to.
In NY, they leave it up to the locality to dictate requirements, unless it's state property.
Also, check with insurance carriers, they also have their own requirements as to proper tending if the local authority doesn't.
