The guy may be not so foolish. In fact, the presence of high hydrazine, in boiler parts operating with steam water temperatures between 130 to 230C, will promote FAC flow accelerated corrosion in case of all volatile treatment. This is more pronounced in LP evaporator for HRSG working at around 5 bar. But you can also find in first rows of economizers HP/IP, although not so often. This is a kind of Y2K bug for this industry, but this is real.
