Then with the pump shut off, it was thought the boiler water level would come back up and the system would turn back on.
: Unfortunately, the instability problem remains the same: Unpredictable 4 second on - 4 second off cycle.

To me this seems to be an instrumental problem. Ore better the settings of the lockout system.
The low level to trip the boiler is to close to the setting of the level allowing the boiler to start again. Increase this gap by increasing the setting of the level allowing the start of the boiler and you have a good chance your problem is over.
