I am not Russian, but I did study engineering here (electrical – at Moscow Power Engineering Institute). The US government is paying for a coal based power plant out east which is designed to replace a nuclear plant which we would rather not have in operation. I am translating a couple documents, but really don’t know how to translate this phrase properly, though I do understand the meaning.
I very much appreciate any help.

Для подпитки паровых котлов БКЗ-160-1,4 (при опережающем вводе) в паровой котельной предусмотрен узел подготовки подпиточной воды на 50т /ч с насосами и подогревателями сырой воды и подогревателями химочищенной воды. В дальнейшем подпиточный узел в паровой котельной сохраняется в качестве резервного.
