Burner tripping when switching to high fire

I have 4 seperate burners all with the same problem. Burner runs in low fire then switches to high fire when in high demand, then goes back to low fire when satisfied and so on. This is good. However, after demand is low for more than 8 hours or so (never switching into high fire) and then rises, the burner switches into high fire and trips out on flame failure when the high fire solenoid opens. This problem has been going on for more than 10 years now at our facility and when I ask other mechanics I get the "It's always been like that, can't be fixed" answer. Not acceptable. They are Webster JB-20 burners using JP-5 for fuel. All help is appreciated!
