We retrofitted two 150klb/hr, 400# steam, gas fired boilers with hats over the stacks for protection from rain. Our issue was that rain events would swing boiler stack instrumentation enough to upset the boiler. I had not heard of any regulations, but it is a good idea to check. Boilers are in the Houston, TX area.
