Are there any rules, especially in the New England states (Maine, New Hampshire, Massachusetts, etc.) that that explain whether or not caps can be added over boiler stacks for the purpose of keeping rain from going down the stack and causing build-up at the ends of firetubes at the back of boiler? Are these allowed? If not, why? Thanks.
