The solenoids should stop the water from being drawn into the boiler providing they seal when closed and in fact if they are normally closed valves. alot depends on location of condensate tank, is it located higher than the boiler? where does your makeup enter the system at? numerous items to look at before reaching an explanation. remember; water in steam out, so when boiler shuts down that steam returns as condensate to the tank the tank.
