It Seems that your steam control valve has not performed ok and let pass more steam flow than it should.
The fact that you do not see a spike in the LT's can happen due to the wave filters that this controllers normally have to show a steady average condition. Also the level controls show the real water level and not the steam bubbles level inside the drum. The water migrates trough the steam bubbles and you can get a tide effect without an indication on the LT's. This situation is aggravated specially if you have a high pressure drop and the formation of flash steam inside the drum that crates huge steam bubbles that potentates the tide effect.
