What pressure are the boiler safety valves set for? If they lift at 15 PSIG or under, then the pressure piping codes typically don't apply. There could be some local requireemnts, so you should always check. As far as ASME B31.1 is concerned, welding is only required if you're exceeding the temperature & pressure limits of screwed fittings. (It's very unlikely that a commercial boiler installation would hit those design conditions.) The other consideration is cost and availablity of fittings. Most installations like yours would typically use screwed fittings up to 2", then go butt weld 2-1/2" and up.
