Municipalities will also have thier own codes that will need to be followed. For instance, Buffalo requires a licensed engineer on duty if it's a high pressure boiler, and then the BHP will dictate if a 1st or 2nd class is required, or if a chief is needed on staff but not necessarily on duty.
A hospital up in Niagara County that I know of requires a licensed engineer during the hours that no maint staff is on duty, though I believe that one of their maint guys was a 1st class. I believe that this was a insurance carrier requirement.
LO-pressure boilers have no such requirements.
If this healthcare facility is JACHO accredited they really,really,really!! like to see a licensed engineer to at least oversee operations in a lo-pressure facility, but don't require 24/7 staffing.
