This occurs quite often but I cannot offer a definitive reference off the top of my head. Seems to happen with older centralized plants where either too inefficient when considering transmission losses, too much capacity no longer needed to justify replacement in kind, or when a plant went away from coal firing. Smaller localized boilers may not require the same number of operators as a larger centralized plant.
