Is it possible that the control valve that admits hot water to your living space is passing hot water even when the thermostat is calling for it to be closed?
Check to see if the piping is still hot when the thermostat is not calling for hot water or steam. This would mean your control valve is stuck open. Did you close the manual shut off valve? If the piping is still hot perhaps the valve stem is broken and the valve is not closing properly.
If the piping is cold and your living space is hot then an insulating contractor can certainly insulate the boiler or sell you the material and supplies and provide the advice so you can do it yourself.
