It's possible to get too much of a good thing with economizers. The condensate from flue gas is very acidic, and will eat your economizer alive from the outside in. 3-way valves in the feedwater piping, controlled off the exit flue gas temp, are installed for this purpose. The ones I've seen aren't really installed as re-circ valves/piping. They'll by-pass a certain amount of feedwater around the economizer, if the water flow is pulling too much heat out of the flue gas.
