Yes, a recirc line is a good solution. It is not required in the ASME code (section 1) - only that you have a safety valve on the economizer outlet if it is separate from the boiler and can be isolated. It sounds like you have this.

Under what conditions does your safety valve blow? If it is only on start-ups you may want to modify your procedures rather than spend money on new piping. You either need to limit the heat being absorbed by your economizer to avoid it from steaming or increase the feedwater flow through it. Also it may be worth having your safety tested to make sure it is not set too low.
