There's a whole section in the ASME B31.1 Power Piping Code that deals with boiler external piping. It covers steam leads, feedwater/blowdown/blowoff piping & valves, etc. The local rules and regulations will ride on top of B31.1, so there are always local spins to consider. If you want to be sure that you're doing the right thing in your jurisdiction, get a copy of B31.1 to read over, and talk to the local inspector. I personally can't imagine not having a slow opening and quick opening valve for this service. (B31.1 even defines "slow opening valve" as one that requires at least five 360* turns of the spindle to come full closed to full open.)
