As many installations make heat and electricity in differing mixes, the authority probably simplified the description (making is unclear for everyone else) by asking which is more important, an engiine that drives a generator that makes heat also or a boiler that makes steam to heat and/or make electricity.
Just tell them that your boiler is such-and-such.
