The way of operation depends on the type of boiler. If the boiler is small one, it is better to shut it down. But if the boiler is large one, then it is better to maintain the low firing.

Benifits of shutting down:
1. No need fuel
2. No problem of NOx or SOx emission

Bad things of shutting down:
1. Decrease the life the steel tube( normally, the times of shutting down is limited for a boiler)
2. You need more fuel at the beginning of firing

For low firing, the emission of NOx or SOx will increase due to relatively low firing temperature. And the efficiency of boiler will decrease also. But it makes the long life of boiler. For example, the utility boiler, the times of cold startup is about 300 for 300 MW.
