I'd go with Tom's suggestion.
Cycling on and off every few minutes is hard on the motors and switches. If it was cycling like that I'd switch to manual low (depending on boiler). If still short cycling because of really low demand then I'd probably increase load slightly by blowing steam to waste. Wasteful I know, but sometimes necessary. Especially when doing a cold start and there is no load demand yet.
