Licencing is not fedral, it's provincial, so I doubt very much the embassy could help. You need to be licenced by the province you're working in, so it'll be necessary to write qualifying exams and provide documentation of suitable experience. Most (but not all) provinces have an agreement that they will recognize licences issued by other provinces who are part of the arrangement.
