The flow limiter prevents the water from passing through faster than it can be heated, so with the proper limiter, the water would reach a lowest available temperature and you would not be able to draw more. With a mixing valve, the water flow rate would reach a maximum and washing machines, showers with a pressure/temperature balancing valve would adjust to the available flow rate.
