You seem to be following sensible and published procedure. My greatest concern is if a feedwater valve pops open to feed water while a surface is red; so I would be inclined to turn off the water source immediately and the fuel. If they are off within a second or two, then the procedure is within real time limits; but dropping pressure from open process lines may allow the feed to pop open. I would not turn off the induced draft fan before a cautious purge timing is complete. I wonder why the fuel does not shut down automatically from low water.
