My main concern isn't whether or not the tank is the proper design, but is this the best place to send this condensate from a thermal standpoint. If this were a significant flow you would be loosing the heating value as well as the condensate from the flash. Typically boiler houses have flash tanks used for say continous blowdown which may be better suited for this duty. Doing this you would be recovering the heat by flashing to a lower pressure header while you lower the temperature of the condensate. Many plants will also use hot condensate to preheat makeup feedwater to the DA. While each individual stream is small they can combine to be a signifant condensate loss if not collected.
