I have some data from Sussman, an electric boiler manufacturer (we are the local rep). They have a 180KW boiler (close to your size). The condensate return tank - which is also the boiler feed system - uses a 33 gallon tank (condensate and make-up water) that is coupled with a 1/2 HP pump that can deliver 4 GPM at 97 psig. Your low water may mean your pump needs repair, unless you are finding low level in the condensate tank which would mean your make-up water system is not working.
