When you say "enter a system" do you mean feeding directly into the boiler? If your city feed is attached directly to the boiler, most plumbing codes call for a check valve or back flow preventer and a stop valve. If you are talking about a high pressure steam boiler with a condensate return system, then the B31.1 Power Piping Code applies.
