If you are having that many leaks, sounds to me like your chemical program isn't working properly.
When I worked on boilers here in California, plugging tubes was permitted as a temporary measure,tube to be replaced at the earliest
opportunity. I never saw any leaks we could simply weld over with a MIG, we usually had to cut out a section of tube and replace it
with a good section of tube, then hydro to 1.5 max working pressure. Vern
