Many high pressure boilers (greater than 15 psi steam)utilized a corrugated constructed furnace. This type of furnace gives additional strength and heating surface. I am not sure what you mean by bowling hoops, however, a plain furnace (smooth) is the common construction for boilers designed for 15 psi. I wouldn't worry to much about which is easier to repair/replace, although the plain furnace is easier (cheaper).
