reduced steaming ratio with different coal

we have 3 nos of 27 TPH coal fired spreader stoker B& wW boilers. Whenever we use coal from a particular colliery (CB) we do not get the expected steaming raio(ER)as we get with other coals. The proximate analysis of coal is Moisture(recd)-8%, moisture(inherent)-2.8%,ash-28%,Volatile matter-19%. net CV -9400 btu/lb.efficiency by indirect method is almost same with different coals but there is drop of about 20 % in ER with CB coal.One more thing we have observed that the total quantity of grate + fly ash increases with this coal. what could be the reason for above ?
