As per the ASME Section 1 Code, the lowest visible reading in a gage glass must be 2 inches above the lowest permissible water level as determined by the manufacturer, or in the case of horizontally set boilers, the lowest visble reading in the gage glass shall be 3 inches above the highest point of the tubes, flues or crown sheets. Therefore, if I were you, I would make sure the secondary LWCO is set so the water level never drops out of sight before the LWCO functions. I will check out the ASME CSD-1 Code and if I find any additional information I'll pass it along.
