Yes, as the vents produce the timing to bring all radiators to a satisfactory temperature together, misplaced or maladjusted vents cause these problems. A few ounces of steam pressure are all you need to reach the second floor, so it is not a problem of not enough pressure; 1 pound pressure will heat the top of the Sears tower.

In a tenant situation, it is better to get the non-adjustable type as most do not know what they are moving or doing when they play with vents. Non-electric automatic air vents are more expensive; but when tenants move them they see the results and can adjust them to their own satisfactory position.
