: Give the fuel more oxygen so it can convert the carbon to carbon dioxide through complete combustion.

:Low CO2 can be caused by lack of O2 as well as excessive O2. In one case you cannot complete combustion and have an increase in CO with a decrease in O2. In the other case you can have dilution of the CO2 due to excessive air with or without an increase on CO.
