You're pretty much stuck with whatever coils are in the tank car. This is just a storage tank on wheels. Even if you install a heat exchanger outside of the car to heat the oil and recirculate it, you have to be able to pump the oil through it. If you can do that, you're unloading it anyway.

Are there tank cars with more coils in them that you could have the oil shipped in? Can the oil be loaded at a higher temp, and shipped in an insulated car? (I suspect these are unlikely possibilies, but all they can do is say "no".)
