At what point are you injecting your chemicals for water treatment? If the check valve in the boiler feed/pump line leaks back to the feedwater tank, that might explain the higher levels of solids or conductivity. Also, in some areas the fresh water make-up is higher in mineral content thus causing high readings. Have you tested fresh water make-up and condensate return samples? There is another possibility...contaminated condensate due to a leaking coil or jacketed vessel.
