The first column you cite is the composition
(analysis) of a gallon of brine.
2.647 pounds salt and 7.38 pounds water.
(The gallon therefore weighed 10.027 pounds).

The second column is for making a batch of brine.
(use) 2.987 pounds salt for every gallon
of water (you're going to use)
(You will have more gallons of brine
than the gallons of water with which
you started, because the salt takes up
some space)

Solubility, saturation, and concentration vary
considerably with temperature. The tables are
for a particular range, and are ment for use by
those who know the jargon of the industry.
Using three decimals is strange.

www.brine-add.com has tables of the various brines,
but the data is in barrels. (not likely US barrels)
