Slow drip from relief valve

I replaced my fill valve, expansion tank and relief valve, and temperature/pressure gauge Properly purged the system, and boiler operates between 12 and 21 pounds of pressure. Temp of 150 to 180 degrees. The only problem that I am having is a slow drip from the relief valve when the pressure of the boiler near 20 psi. I have flushed the system numerous times, popped the relief valve numerous times to make sure no debris was in it but I can't stop the dripping. It's brand new. It is mounted where the top of the relief valve is about even with the top of the boiler. Is it possible that I need to extend it up 6 inches or so to get it above the boiler? Not sure what to try next. Also makes no difference if I shut my city water valve or not--just insist on dripping.
