Weil Mclain Overfilling

I have a Weil Mclain EG75 steam boiler system. We recently started it back up for the winter. We filled to about 1/2 the sight glass. After 2 days we noticed that the sight glass was completely filled and we could not see the meniscus.

We then opened the drain valve to lower the level. After draining several gallons, we noticed that we were still unable to see a meniscus. We then proceeded to close the water supply and drain essentially the entire system (until no more came out of the drain valve), yet we never saw the meniscus in the sight glass.

Of course we checked to make sure the sight glass valves were open. We thought perhaps we'd just not filled it enough (maybe what we thought was full was actually empty...). So we turned the water back on and filled the system again. Again, no level visible. Drained again several gallons, no level.

Could we have a plug or clog in the sight glass piping? How can I verify?
