I don't think you'll find a steam boiler coal or wood fed here in the US or in the EU. There's probably legal issues since you could not easily control the heat and pressure. Adding water to a super heated dry boiler could cause an explosion.
Why would you want steam in new construction? The piping issues, safety and lack of efficency make it unheard of in new construction these days.
I doubt Buderus or Viessmann even make a steam boiler.
