The controller (primary control) CAN be tested,
but it can be complicated for most DIY'rs.
The CAD cell can also be checked, if you have an
ohmmeter. It needs to have less than 1600 ohms
resistance across the leads while seeing the
flame.
Several things could be causing the lockout other
than a bad primary. Someone with good troubleshooting
skills can identify exactly where the trouble lies.
Otherwise, it's a matter of putting new parts on
until you find the one that fixes the problem.
Might be time to call a pro.
