As I already typed - When "closed" the pumps pressure lifts it to provide flow. Thus if you are making hot domestic water in the summer you will not get unwanted gravity flow to the radiation. If your burner will not fire during an outage, "open" does you no good. If you are not making hot water, you can leave it on either. If the pump quits you can open it and you may or may not get enough flow. If you have an oversized boiler and small pipes with a lot of bad horizontal pitch.
