honeywell economite gas burner

I have a staem boiler that was retrofitted with a honeywell economite gas burner 40no2. It has a centrifigal swith that lets gas in only when the blower is up to speed. Last year the burner failed to go on and the blower seemed frozen. I oiled the moter through the little oil tubes but that didn't help. then we sprayed oilat the front bearing and with a screw driver moved the blades back and forth. finally the motor ran and the furnace worked for a year. Last night the same thing happened but this time no amount of oiling helped. when the thermostste is off, the blower fan seems to rotate freely, when the thermostat is on, the blower seems to again "freeze." An hour later, the burner went on as if nothing was ever wrong.
What is going on? Is this burner still repairable?
