Yes, to all the questions. Reset the dials to the higher settings and the problem will be reduced, if not go away. The differential is the different setting at which the low limit will start and stop the burner. If you have a Honeywell control set at a low of 160F and a 10 differential, the burner will go on when the water drops to 150F and go off at 160F; these are too low to get consistent hot water settings.
