Your description tells of the low limit being set too low and the differential being too close. Set the high limit to 220F, the low limit to 180F, the differential to 20F, make sure there is a good working tempering valve to limit against scalds, Limit the water flow to the coil capacity, then observe if the problem goes away. If the coil has been in use many years a coil cleaning could help.
