If the leak is at or above the water line, you just need to fill the boiler with the power off and watch water run down to the floor. You can take the jacket off; it is more than cosmetic and actually does keep some heat from leaving through the thin insulation.
Any gook that clogs leaks also clogs low water cutoffs; leaving you in an unsafe situation.
