Always have the valve at the entrance to the radiator ALL THE WAY open or closed. NEVER half way. If the valve is not totally open or closed, the steam will collide with the valve and condense. This will give you LOTS AND LOTS of water. That may explain why your radiator has water in it and it is leaking.
