How did you find out the pump is working? If the boiler is so hot you can't touch it, which is normal, then when the pump takes the extremely hot water out of the boiler to the radiation, those pipes will be so hot you can't touch them either.

The most likely fact is that your statements are wrong about the pump working. It would be a good idea to have an experienced boiler plumber look at your boiler as gas boilers are NEVER to smoke, so there is something very wrong. Shut the boiler off IMMEDIATELY and call a pro.
