The systems that I am familiar with are the hydronic (water content). For these systems a company called Sentinel makes chemicals that will clean the system. Follow this with rust inhibitor which will protect the setup. Downside of cleaning is that the weakness that may be present would be sealed by rust/sediment. Following chemical cleansing these weak areas could be revealed leading to leaks. I was called to carry out repairs on a boiler 17 year old. Inside was bright metal with no sign of any rusting.
